RIVM, the Dutch National Institute for Public Health and Environment, has a leading role in infectious disease control, national prevention, and population screening programmes. As a trusted advisor, they support citizens, health professionals and governments in the challenge of keeping the population healthy.
As such, the RIVM has a prominent role in combating the COVID-19 pandemic and they are responsible for the administration of COVID-19 vaccinations.
Based on their existing expertise concerning the National Immunisation Programme and the seasonal flu jab, RIVM has been designated to coordinate the implementation of the COVID-19 vaccinations. Policy in the Netherlands is to provide citizens with a transparent overview of health information that is registered.
That is why RIVM were asked to develop a customer portal where citizens can look up their vaccination data. At the start of April 2021, the portal was ready to be used.
Privacy is at the heart of the vaccination portal. In the vaccination portal, everyone can view their own registered vaccination details by logging in with DigiD, the Dutch government eID, provided that they granted permission for their data to be registered. Logging in is always based on Multi-Factor Authentication. Citizens can choose to use their DigiD App with Time-Based One-Time Password or ID-Card reading (using Near-Field Communication (NFC) or USB card reader), or they can use a TOTP over SMS.
Health professionals also have access to certain data, and citizens can see who has looked up their vaccination data. The portal was launched to provide information about COVID-19 vaccines, but is updated with other available information on e.g. child vaccinations.
The COVID-19 vaccination program is a giant operation, with a lot of stakeholders involved. The portal unites information for different stakeholders. Not only citizens, but also health care professionals have access to the portal for ordering the vaccines.
That is why the portal offers several login options for different user groups. Citizens use their DigiD login, health professionals use their UZI-pas and organisations can use eHerkenning (eRecognition), the Dutch government ID for businesses.
Given the magnitude and impact of the project, reliability and scalability were important requirements. iWelcome was chosen to provide the login functionality for the platform. As one of the largest eHerkenning brokers and being involved from the start, iWelcome is a trusted and certified government partner.
Besides eHerkenning, iWelcome was also able to provide the access for citizens with DigiD and access for health professionals with UZI-pas. By the nature of the sensitive information that is shared, security and privacy verifications were extremely thorough. Once the right assurance was provided, the login functionality was implemented in weeks.
